Job Description

  1. Training Administrative Support:                                                              

Provides guidance on, reviews & processes, employee training application process by advising staff on the selection of appropriate forms and relevant information needed from applicants. Monitors the application process to ensure the timely completion of all necessary paperwork and procedures. Provides support to the Mission Training Committee, Technical Offices, and Bureaus through the provision of  program records and documents, Organize periodic Training Committee Meetings to ensure Training Plans and Budget are well managed and monitored. Administers the training database to provide reports and information needed for budget and other uses by technical offices. Ensures the completion of Staff Training Plans for each Calendar year and monitors same to ensure completion and compliance. Coordinates and provides guidance on Ubunye Regional Training Center (URTC) training opportunities for mission staff, LMS registration and all other training opportunities. Manages the LMS system by uploading training and events, markets these events and ensures participants are enrolled. Ensures that required Continuous Learning Points are awarded through the filling and submission of appropriate forms. Manages the Training Central page on SAfriNet through the regular update of information and data.

  1. Curriculum Development and Resource Identification:                       

The Training Assistant assists in curriculum development and establishing relevant training for the URTC. Provides guidance to employees on training policies and regulations and training-related resources available to address individual training needs. Organizes and coordinates Mission team building and team training exercises which may be stand-alone events or components of larger Mission events, such as a retreat. Serves as the Mission POC to ensure completion of Individual Learning and Training Plans for each calendar year in the Learning Management System (LMS). Identifies private and/or commercial training sources for the full range of training approaches (classroom, on-line correspondence, after hours, e-learning, etc.

Coordinates all logistical arrangements related to training events.  Prepares and posts mission sponsored training events on the intranet and announces them to the region. Arranges for timely delivery of training material, equipment, and supplies to be available at the training site for each specific event. Coordinates logistical and travel arrangements, as requested, for visiting vendors, Temporary Duty (TDY) staff, including AID/Washington high level personnel, presenters of training programs, and regional participants within USAID world-wide. Coordinates with hotels or other outside vendors for hosting the trainings and acts as main Point of Contact (POC) for all logistics. Compiles participant lists for monitoring attendance and for future reference on employee completed courses, and communicates course related information to participants in a timely manner.  Arranges transportation and provides site co-ordination and/or facilitation when necessary. Provides feedback and recommends adjustments to program delivery and training methods when necessary to ensure that training objectives are met.

  1. Participant Training Activities                                                                     

The Mission Training Assistant is responsible for remaining abreast of USAID regulations, policies, and procedures related to participant training.  Specific tasks include:

Works with teams and implementing partners to assist them execute their participant training activities and advises on participant training policies and procedures. Conducts pre-departure orientation for all participants on USAID-funded travel. Develops and maintains all information of all participants attending and travelling to the Mission for training. Trains Mission staff on the application and use of USAID University and SAfriNet. Responds to internal and external participant training reporting requirements. Undertakes periodic reviews to ensure that the availability and internal consistency of participant training documentation are up-to-date. Develops and maintains operational processes to minimize Mission vulnerabilities. Monitors the results of participant training and makes recommendations for improving the Mission’s procedures.

  1. Employee Engagement and Capacity Building                                        

The Job Holder represents URTC, the Executive Office (EXO), and USAID on committees and working groups where a training point-of-view is needed. The Job Holder is fully involved in planning and implementing programs related to staff development including management of overall Employee Engagement Program including the annual New Employee Orientation (in collaboration with HR), Mission Mentoring Program, Internal Communication and Staff Outreach Campaigns and all other professional development and capacity-building initiatives implemented to further USAID objectives and goals. The Job Holder publicizes programs and acts as a resource for professional development throughout and across the Africa region, and to other regions or USAID/Washington Bureaus and Independent Offices, as requested. The Job Holder is open to the advancement of other USAID initiatives that may arise, including the design and implementation of innovative programs related to staff retention, employee engagement, and knowledge management, among others. Job Holder manages Training and Mentoring Program content on Southern Africa Intranet to ensure guidance is accurate and up to date.

Qualification & Experience

  • Education: A minimum of two years of College or University studies in Administration, Training and Development, Organizational Development or a closely related field is required.
  • Prior Work Experience: A minimum of five (5) years of progressively responsible experience in training and staff development or administration is required, including at least one year experience in managing training and/or event planning activities and facilitation of instructor – led training with a focus on customer service excellence.
  • Post Entry Training: A variety of USAID- sponsored human resources, travel and transportation, and other courses related to USAID policies and procedures will be provided as appropriate, in order to facilitate assistance to trainees who may have any number of issues related to family emergencies, hotel logistics, cancelled flights, etc. Customer service techniques and interpersonal communications skills training is recommended.
